Is free speech dead in Russia now, much deader than it was in Stalin's day?

I don't know. I know the internet has opened up a new form of communication and expression for Russians and they are some of the most kickass artists the internet world has ever seen. The Russian authorities and institutions are shell-shocked by their own brutality, and are excessively sensitive, and take very seriously, hints inciting revolution or brutal acts, even in speech. That law reminds me of the Chinese law allowing it to imprison members of “evil cults” (the definition of which they have the sole authority) for up to seven years.
