Looking for an artist in New York City (NYC) that does charcoal drawings on newspaper pages?

I'm looking for an artist that I saw selling prints of his work on a street on the Upper East Side. He uses pages of newspaper as the canvas, and either paints or does charcoal drawings of city scenes over the print. I lost his card, does anyone have any idea who this artist might be or how I could purchase some of his works? Thanks.
